Washington CNN —Congress finalized legislation on Tuesday that could lead to a nationwide TikTok ban, escalating a massive threat to the company’s US operations. What does the TikTok legislation do? The earlier TikTok bill had been passed by the House, but it stalled in the Senate. In a procedural move, House Republicans this month attached the revised TikTok bill to the foreign aid package in hopes of forcing the Senate to vote on the TikTok legislation. Bundling the bill with the foreign aid — a top US priority — fast-tracked the TikTok bill and made it more likely to pass.

What to know about the TikTok ban bill the House passed

CNN —House lawmakers have once again passed legislation that could lead to a nationwide TikTok ban, renewing a massive threat to the company’s US operations. In March, House lawmakers approved a bill that would give TikTok roughly six months to sell. Another factor that’s shaking things up is how House Republicans inserted the TikTok bill into a much larger foreign aid package. Biden endorsed the prior version of the TikTok bill, which suggests he may quickly sign any foreign aid package that includes similar language targeting TikTok. In addition to complying with the legislation, TikTok could challenge it in court and has made no secret that it might do so.

US law enforcement officials have also been closely monitoring the incident to determine if a federal crime was committed, a senior US official familiar with the matter told CNN. Tom Brenner/ReutersA longtime political consultant, Kramer worked for Kanye West’s 2020 presidential bid and has a history of producing robocalls. Phillips’ campaign said it had no knowledge of his reported involvement with the AI Biden call. He said that Kramer told him to delete all of the emails between the two of them, and that he did. As figures at the center of American political scandals go, Carpenter is certainly “eccentric” – a word he uses to describe himself.

Before his audition for “The Ally,” a new play by Itamar Moses, the actor Michael Khalid Karadsheh printed out the monologue that his character, Farid, a Palestinian student at an American university, would give in the second act. The speech cites both the Mideast conflict’s specific history and Farid’s personal testimony of, he says, “the experience of moving through the world as the threat of violence incarnate.” Karadsheh — who booked the part — was bowled over. “I don’t think anyone has said these words about Palestine on a stage in New York in such a clear, concise, beautiful, poetic way,” said Karadsheh, whose parents are from Jordan and who has ancestors who were from Birzeit in the West Bank. Farid’s speech sits alongside others, though, in Moses’s play: one delivered by an observant Jew branding much criticism of Israel as antisemitic; another by a Black lawyer connecting Israel’s policies toward Palestinians to police brutality in the United States; another by a Korean American bemoaning the mainstream’s overlooking of East Asians. These speeches are invariably answered by rebuttals, which are answered by their own counter-rebuttals, all by characters who feel they have skin in the game.

CNN —An Iranian protester with a mental health condition has been executed over the death of a local official during mass demonstrations that rocked the country in 2022, the Iranian judiciary’s news agency reported on Tuesday. International law and standards prohibit using the death penalty against people with mental disabilities, according to the rights group. Mahmood Amiry-Moghaddam, the director of Norway-based Iranian human rights group Iran Human Rights (IHR), called Ghobadlou’s execution an “extrajudicial killing.”On X, formerly Twitter, he wrote that “the Islamic Republic’s leader Ali Khamenei and his Judiciary must be held accountable for this crime. US-based Human Rights Activists News Agency (HRANA) placed the number of dead at more than 500, including 70 children. The New Hampshire attorney general's office on Monday said it was investigating reports of an apparent robocall that used artificial intelligence to mimic President Joe Biden's voice and discourage voters in the state from coming to the polls during Tuesday's primary election. Attorney General John Formella said the recorded message, which was sent to multiple voters on Sunday, appears to be an illegal attempt to disrupt and suppress voting. “Your vote makes a difference in November, not this Tuesday.”It is not true that voting in Tuesday's primary precludes voters from casting a ballot in November's general election. The attorney general's office said anyone who has received the call should email the state Justice Department's election law unit. “Any effort to discourage voters is disgraceful and an unacceptable affront to democracy,” Dolan said in a statement.

In recent months, the campaign has spun up the internal task force, dubbed the “Social Media, AI, Mis/Disinformation (SAID) Legal Advisory Group,” part of a broader effort across the campaign to counter all forms of disinformation, TJ Ducklo, a senior adviser to the Biden campaign, told CNN. It aims to have enough prepared to be able to run a campaign-wide tabletop exercise in the first half of 2024. Existing US election law prohibits campaigns from “fraudulently misrepresenting other candidates or political parties,” but whether this prohibition extends to AI-generated content is an open question. Any political advertiser that uses deepfakes in ads on Facebook or Instagram will need to disclose that fact, it said. The Meta report details how some social media platforms are grappling with how to handle deceptive uses of AI.

Several tailwinds that have not been in place for a decade now make the Brazilian mining giant Vale SA too attractive to ignore, according to Goldman Sachs. Goldman upgraded Vale to buy on Tuesday and raised its stock price target by 60% to $19.50, implying nearly 25% upside from the stock's $15.65 close on Monday. Goldman forecasts iron ore prices of $110 per ton next year and estimates that Vale is internally pricing in a $104 per ton price. "We believe the story is now too attractive to ignore and investors will slowly increase exposure as confidence around iron ore supply/demand balance in 2024 increases," analyst Marcio Farid wrote. The investment bank also expects ongoing policy support in China The key downside risks are weaker-than-expected iron ore prices in 2024 and less policy support in China to back up its ailing property market, according to Goldman.

CNN —Nearly half of Nagorno-Karabakh’s population has fled to Armenia, with many thousands more still scrambling to evacuate, a week after the breakaway region surrendered following a lightning Azerbaijani offensive. No Armenian will be left here within maybe two weeks,” a Karabakh resident told CNN. Nonna Poghosyan, the American University of Armenia’s program coordinator in Stepanakert, told CNN that her family realized this weekend that it was safer to leave than to stay. Residents told CNN before the latest offensive began that they would have to wait in line for hours to get their daily share of bread. Analysts told CNN before the evacuations began that they feared Azerbaijan might prevent certain members of the population from leaving.

Karabakh officials said their forces were outnumbered and had no choice but to surrender. Azerbaijan’s President Ilham Aliyev has long been explicit about the choice that confronts Karabakh officials. In a speech delivered in May, he told Karabakh Armenians they needed to “bend their necks” and accept full integration into Azerbaijan. “It’s a mess.”It is also unclear where Karabakh Armenians will travel to, if evacuations are able to begin. France has pledged to invest 12 billion euros in such urban renewal projects between 2014 and 2030 while many priority areas also benefit from other forms of government aid and subsidies. Researchers point out that total state support to poor areas nonetheless amounts to less than 1% of annual national output. Macron said this week that France would push ahead with urban renewal plans and look at ways to get faster results. Thomas Kirszbaum, a sociologist at Lille University who specialises in urban policy and integration, acknowledged that urban renewal efforts often lead to local improvements but did little to address a wider sense of discrimination. Instead, government officials argue that successive urban renewal plans have produced educational and other gains which allay a wider sense of social exclusion.

The anise-flavored liquor is one of the oldest spirits in the world. He noted that it’s still common for Middle Eastern restaurants to stock European wines rather than traditional spirits like arak. He was experimenting to refine the production of al-kohl, a traditional form of eyeliner, according to Arak Muaddi, a Palestinian craft distillery. Nader Muaddi, the founder of Arak Muaddi, explained that producing arak starts with creating wine. The Middle East has “a very rich history of making wine and spirits, and it’s about time that we share it with the world,” Muaddi went on.

The video does not disclose any potential AI use and the DeSantis campaign did not respond to a question about whether the images were fake or whether AI was used to create them. A person with knowledge of the DeSantis campaign operation said the Trump side had been "continuously posting fake images and false talking points to smear the governor." The Trump campaign did not immediately respond to a request for comment. Drexel professor Stamm's forensics analysis tool suggests the images were made using an AI model called a diffusion model, which underpin popular AI image generation products like DALL-E and Stability AI. "At some point the AI systems will be outputting images that have no differences from real images," said James O'Brien, a professor of computer science at the University of California, Berkeley.
